The Top down and bottom up S.A.F.E system

In the S.A.F.E system, data assessment can occur in two principle ways within an organisational or enterprise setting:

Top down: This means asking trained individuals at the top of the enterprise to make an assessment of what they see to be the major occupational health and safety issues, goals, challenges, problems etc.
Bottom up: This means asking individuals at the bottom of the enterprise (often called front-line or 'sharp-end' staff) to make an assessment of what they see to be the major occupational health and safety issues, goals, challenges, problems etc.

Top Down Model

Of course, both top down and bottom up perspectives will be very different and potentially just as much value in forming a comprehensive and insightful view about current performance and the future scope to improve. This is why the S.A.F.E system (standing for safe assessment for everyone) is truly unique in ensuring that input is sought at every level.
