The S.A.F.E system is a comprehensive, easy to follow,
multi-part assessment process that involves all employees
in an enterprise (of any type or size) in helping to bring
about long term occupational health and safety improvement.
The system has an extensive suite of paper based support materials,
which can be purchased in hard copy format. However, widespread
access is also provided via this web site. This site contains
all of the extensive support documentation and more (running
to well over 1,000 pages) as well as providing a world class
on-line OH&S survey process.
The S.A.F.E. system provides a sophisticated but easy to
use overall audit framework to
help organisations of all kinds to assess their current occupational
health and safety performance and use the information gathered
to make targeted plans for improvement. For this reason, the
S.A.F.E system applies just as much those organisations that
are already using an OHS management system (but want to base
it on better on-going data gathering techniques) and those
(at the other end of the spectrum) that have no OHS systems
in place at all.
The S.A.F.E system is unique in that it suggests that OHS
assessment is conducted from two perspectives-'top
down' and 'bottom up'.
In the 'top-down' system, trained teams are asked to audit
OH&S performance under five clusters and ten individual
categories in order to discover where the most improvement
attention in the future needs to be paid.
These five umbrella clusters and 10 categories are shown

In the 'bottom up' system, these same five clusters and ten
categories are used to survey as many individuals at the 'sharp-end'
of the enterprise as possible, these may be in small teams,
whole departments, whole locations or the entire enterprise
at once. Participating individuals complete an eighty question
on-line survey to offer their opinions on specific subject
areas and are also given the opportunity to offer free form
comments.
3 levels of S.A.F.E-Bronze, Silver and
Gold
Every one of the ten categories in the S.A.F.E system is
organised in the same way, with what are described as bronze,
silver and gold elements. This reflects the fact that
OH&S performance excellence is built progressively over
time, with the basic building blocks needing to be in place
before the more sophisticated policies and practices can be
introduced and sustained.
